We theorize that two modes of governance general purpose and task specific represent distinctive ways of organizing political life, and this has stark implications for the exercise of international authority. We challenge those established theories of regionalism, and of institutionalized cooperation more broadly, that treat different organizations as independent phenomena whose evolution is conditioned primarily by internal causal factors. Developing the basic premise of ‘diffusion theory’ — meaning that decision-making is interdependent across organizations — we argue that institutional pioneers, and specifically the European Union, shape regional institution-building processes in a number of discernible ways. We then hypothesize two pathways — active and passive — of European Union influence, and stipulate an endogenous capacity for institutional change as a key scope condition for their operation. Drawing on a new and original data set on the institutional design of 34 regional international organizations in the period from 1950 to 2010, the article finds that: (1) both the intensity of a regional international organization’s structured interaction with the European Union (active influence) and the European Union’s own level of delegation (passive influence) are associated with higher levels of delegation within other regional international organizations; (2) passive European Union influence exerts a larger overall substantive effect than active European Union influence does; and (3) these effects are strongest among those regional international organizations that are based on founding contracts containing open-ended commitments. Are all organizations similarly deficient? And how does the European Union (EU), the target par excellence of the criticisms, fare in comparative perspective? In this paper, we take a first step towards answering these questions by leveraging the rich debate on the EU to identify several institutional dimensions of democratic legitimacy and operationalizing them for comparative analysis. We then investigate the most important regional economic organizations (REOs) in the world. Our findings are three-fold: (i) there is systematic variation across REOs, with a group doing rather well, one mixed, and one poorly; (ii) procedural dimensions fare better than those related to representation or local self-determination; (iii) no organization exhibits or lacks legitimacy in all dimensions. This article proposes a cognitive diffusion mechanism – termed frame diffusion – to explain convergent institutional choices across structurally diverse settings. Using Strang and Meyer’s (1993) notion of ‘theorization’ to combine foundational work on framing with the literature on diffusion, I argue that processes of theorization transform the experience of successful institutional innovators into abstract cognitive schemas, which link a particular understanding of a cooperation problem to specific institutional solutions. As policymakers in other contexts encounter similar cooperation problems, they adopt framed institutional solutions, which results in institutional convergence at the macro level. I further suggest that this process of frame diffusion is conditional on ideational affinities in social purpose between the innovating organization and other regional organizations. Where other organizations pursue a distinct social purpose, policymakers rely on alternative frames and thereby cement institutional variation. After developing this argument theoretically, I illustrate it in an exploratory comparison of institutional choice in three most different regional organizations: Association of Southeast Asian Nations, Common Market of the South, and the Southern African Development Community.
