The literature offers two alternative explanations: imperfect capital markets and investment reluctance due to real options effects. In this paper, we develop a generalised model that combines both aspects. The econometric implementation has the structure of a generalised Tobit model. Neben allgemeinen preisbestimmenden Merkmalen wird dabei der Einfluss der Windkrafterzeugung gesondert berücksichtigt. Mittels einer Regressionsanalyse zeigt sich, dass ein signifikanter positiver Zusammenhang zwischen dem Umfang der Windenergie und der Höhe der Kaufpreise besteht. Die Effekte lassen sich zudem untergliedern in einen Bestands-, Zubau- sowie einen Potenzialeffekt. Es zeigt sich, dass die Windenergienutzung in Brandenburg die Bodenpreise im Schnitt um etwa fünf Prozent erhöht hat. Dieser Effekt schwankt regional in Abhängigkeit der lokalen Turbinendichte."],["dc.description.abstract","This study sets out to analyze the trend in farmland prices in one of the eastern states of Germany, Brandenburg, between the years 2000 and 2010. Apart from the usual price determinants, we consider especially the influence of wind power generation. Based on regression analysis, we find a significant positive correlation between the scope of the wind energy and the level of the purchasing prices. The effects are also broken down into a stock, extension and potential effect. It is shown that, on average, the use of wind energy in Brandenburg led to an increase of farmland prices of about five percent, although this effect has regional differences depending on the local wind turbine density."],["dc.description.abstract","Cet article analyse l’évolution des prix des terres agricoles au Brandebourg, l’un des lands situés à l’est de l’Allemagne fédérale, au cours des années 2000 à 2010. A côté des paramètres qui déterminent habituellement ces prix, nous prenons en compte l’influence de la production d’énergie éolienne. L’analyse de régression effectuée établit qu’il existe une relation significative positive entre l’importance de l’énergie éolienne et le niveau des prix d’achat. Nous décomposons ces effets en effets de stock, effets d’extension et en effet potentiel. Dabei wird der Auktionsbegriff weit gefasst und schließt beispielsweise Ausschreibungen der BVVG mit ein. Aufbauend auf Literaturanalysen werden zunächst grundsätzliche Vor- und Nachteile sowie mögliche Ausgestaltungsformen diskutiert. Auf der Basis von Experteninterviews und einer Onlinebefragung werden Motive für die Teilnahme an Auktionen und das Bietverhalten der Akteure untersucht. Von besonderem Interesse ist dabei der Vergleich zwischen Landwirten und Nichtlandwirten. Es zeigt sich, dass Auktionen in Ostdeutschland aufgrund der Privatisierung ehemals volkseigenen Bodens einen hohen Marktanteil aufweisen, während sie in Westdeutschland nur für spezielle Anlässe (z.B. Zwangsversteigerungen) genutzt werden. Bezüglich der Teilnahmeentscheidung bei Auktionen konnten keine systematischen Unterschiede zwischen Landwirten und Nicht-Landwirt festgestellt werden. Der Vergleich von Preisen aus der Kaufpreissammlung der (Oberen) Gutachterausschüsse liefert bei aller gebotenen Vorsicht aufgrund der Heterogenität der Lose keinen Anhaltspunkt dafür, dass Nichtlandwirte Landwirte bei Auktionen systematisch überbieten. Unsere Ergebnisse bieten keinen Anhaltspunkt für die Notwendigkeit der Regulierung von Bodenauktionen, die über die bestehenden Regelungen hinausgehen."],["dc.description.abstract","In this article, the significance of auctions as a means to buy and sell agricultural land in Germany is examined. A broad definition of the term auction is employed as it includes, for example, BVVG auctions. Fundamental advantages and disadvantages as well as possible specifications of auctions for land transactions are discussed based on a review of the literature. Participants’ motivation for the participation in and bidding behavior during land market auctions are examined based on expert interviews with a special focus on the comparison between farmers and non-farmers. The analysis shows that auctions have a large market share in Eastern Germany due to the privatization of formerly state-owned land. In Western Germany, auctions are merely employed in special cases, such as foreclosures. No systematic differences were found between farmers’ and non-farmers’ choice to participate in auctions. The comparison of prices provided by the Committees of Land Valuation Experts (Kaufpreissammlungen der (Oberen) Gutachterausschüsse) gives no indication that non-farmers systematically outbid farmers in auctions. This comparison, however, must be interpreted carefully due to the plots’ heterogeneity.
