Nonetheless, in Germany the leading dairy companies mainly pushed by a saturated domestic market, EU agriculture policy oriented to liberalization of markets, and increasing political and social demands are looking at markets beyond EU. In the context of the increasing globalization of agricultural supply chains, the issue of sustainability gains particular importance in companies’ internationalization strategies. By using expert interviews, this paper investigates strategies for integrating Brazilian and German dairy supply chains and how both sides can benefit from this situation also in terms of sustainability. The analyses show that problems of the industries in both countries basically complement each other at different levels and positive synergies for both sides exist when it comes to sustainable issues, positioning themselves competitively for the future and creating a good position for conquering market shares in a globally growing milk market. This study identifies the main factors affecting the competitiveness in one of the most promising and dynamic dairy production areas in the world, the mesoregion Grande Fronteira do Mercosul in Southern Brazil. It is based on the perceptions of supply chain leaders about the challenges to improve the competitiveness. Missing professionalism, formal agreements, investments in marketing and research, technology, development and innovation, technical assistance, high transport and transaction costs, idle capacities and frauds are among the main factors retarding the modernization of this supply chain. It also present different strategies already implemented by some actors to overcome such competitiveness barriers. Therefore these problems and strategies must be the target of managers and authorities in a sustainable common project of development for the benefit of the whole chain. The data from 243 milk processors in southern Brazil, including firm structure, management capacity, and organizational choice of dairies, were analyzed. A production frontier is specified to estimate technical efficiency and identify its potential driving sources. Bayesian techniques are used to estimate the model. An average efficiency of 77% indicates that the actual output is 23% below its potential, which implies that output could, on average, be increased by approximately 31.6%, under ceteris paribus conditions. Economies of scale were also detected. The analysis reveals that the management capacity within companies is the main determinant of efficiency. Idle capacities of processing plants are an important source of inefficiencies and cooperatives are more efficient than investor-owned firms, despite their transaction costs potentially being higher and the five vaguely defined property rights inherent to the traditional cooperatives which they must overcome. Knowledge about the cooperatives’ objectives other than profit maximization would provide a more realistic comparison against investor-owned firms. This study assessed the determinants of the efficiency levels of dairy processing companies in an emerging economy using a unique own dataset with data collected at a plant level.
