However, as a complex governance structure, co-management can be expected to involve considerable transaction costs for the participating stakeholders. Empirical studies concerning the quantification of these costs are still scarce. Against this background, this paper empirically analyses the relative importance and the determinants of the landowners' transaction costs arising from collaborative wildlife management, taking two wildlife sanctuaries in Kenya as examples. The empirical data presented in this paper was collected in the wildlife dispersal areas of Shimba Hills National Reserve and Amboseli National Park in Kenya. The results of this study show that-as compared to other cost categories-the landowners' transaction costs incurred in wildlife co-management were relatively low. They also indicate that the magnitude of the transaction costs incurred by landowners is influenced by the attributes of transactions; bio-physical and ecological characteristics of the resource systems; landowners' characteristics such as their human, social and financial forms of capital; losses resulting from human-wildlife conflicts; tenure security and benefits from conservation. Comparing the results of a two-stage least squares regression model of landowners' characteristics of the two wildlife sanctuaries, it was found that the level of significance and the sign of most variables are not the same for both areas. This indicates that it is a specific combination of local factors that influences the transaction costs borne by the landowners. (C) 2003 Elsevier Science B.V. The knowledge of such factors will also improve assessment of impact intervention strategies on the livelihoods of rural people. Structured questionnaires administered in 228 households were used to study the ownership patterns of small ruminants in southern Benin. The ownership of goats was higher (91%) than sheep (35%) because goats are not affected by any ethnic or cultural restrictions. Goats are also perceived to be a less risky to invest into compared to sheep. Women represented 71% of the keepers of goats. Predictive models of ownership were developed using logistic regression. The results showed that younger household members (p < 0.05) especially young women (60%) are more likely to own small ruminants. Owners of small ruminants are less likely to be involved in off-farm activities and would often have no access to credit facilities. Gender, ethnicity, and perception of risk associated with species are the major factors affecting people's choice of species. These findings highlight the financing and insurance roles that small ruminants, particularly goats, are playing in the study area. Using the case of Banyumas district in Central Java as an example, we examine the challenges of implementing devolution policies at the local level. Applying a theoretical framework based on the concepts of social and political capital, we analyze the strategies used by proponents supporting implementing a community-based forestry system in this district and opponents against it. The proponents include the forest communities, a local non-governmental organization (NGO) and national NGOs. Our analysis showed that they effectively combined their social capital with other resources to create political capital, e.g. by mobilizing the villagers and by lobbying. As a consequence, the central level State Forest Corporation (SFC) approved the implementation of a community-based forest system that met the interests of the local communities. Representatives of the SFC at the district level and members of an illegal logging network opposed this approval and also created political capital to avoid the loss of authority and income opportunities. Assessing the influence of the political frame conditions, we find that the reformation policies implemented after the fall of the Suharto regime increased the possibilities of the proponents to create political capital while depreciating the traditional political capital of the opponents due to, for example, the decline of the military's influence in the political arena. This has resulted in aggravated problems of erosion and water availability, threatening agricultural productivity growth. At the same time, technical progress is promoting agricultural intensification in the lowlands. In this article, we examine how improved technologies for paddy rice cultivation in the lowlands have affected agricultural expansion and deforestation in the uplands. The question of a \"forest-saving\" or \"forest-clearing\" effect related to technical innovation is important from a sustainable development perspective and remains a controversial issue in the literature. We address this question for the Lore Lindu region with an empirical model in which expansion in the lowlands and the uplands is estimated simultaneously. We use data from an extensive village survey conducted in the region, combined with GIS data. To guide the empirical analysis, we develop a theoretical framework based on a Chayanov-type agricultural household model. The model analyzes farmers' land allocation decisions, taking into account the lowland-upland dichotomy in the agricultural sector. The empirical findings, corroborated by the analytically derived results, show how technical progress for lowland production affects land use at the forest margins and how these effects depend on the factor-intensity of the technology. While the country is the largest producer of bamboo in Africa, the existing utilization of the bamboo sector in Ethiopia remains under-developed, with little value addition. This study identifies the current market challenges and opportunities for future developments of the northern Ethiopian bamboo sector, with a focus on the Injibara township. This research adopts the “value web” approach to assess the potentials of different product lines that create the bamboo biomass value web. We utilize qualitative data collection methods, in particular, semi-structured interviews and informal focus group discussions with key stakeholders. Our findings suggest that bamboo farmers in Injibara are constrained by a lack of local demand and market for bamboo products with high-value addition, leading to an absence of product diversification and innovation. Furthermore, there is an overreliance on foreign technology and methods that are poorly matched for local needs. We recommend that policymakers invest in targeted and effective training strategies on bamboo cultivation and processing. Therefore, the argument holds, political measures to promote the production of such commodities or to increase standards of environmental and animal protection are not justified. Based on theoretical considerations and empirical evidence in the literature, we maintain that-contrary to this argument-the purchasing behaviour of consumers does not necessarily reflect the level of environmental and animal protection they prefer. Combining economic and sociological concepts, we develop a model which identifies the factors that influence the consumer's decision to the disadvantage of environmental- and animal-friendly produced food commodities. The model distinguishes between characteristics of the food products on the one hand, and the decision behaviour of the consumer on the other. Concerning product characteristics, we discuss the following factors: price distortions (due to external effects and differences in market margins, and know-how), and problems concerning the availability, advertising and labelling of environmental- and animal-friendly products. With regard to the decision-behaviour of the consumers, the paper deals with the following issues: (a) in the case of conscious decision-making: trust, information costs, logistical problems, and a social dilemma; (b) in the case of unconscious decision-making: social context, habits, and repression. We then deal with the question, which of these factors that influence consumer decision to the disadvantage of environmental- and animal-friendly food products could justify political intervention.
