From the measured quadrupole coupling constant, \\eqQ/h(B-17 inMg)\\ = 137.4+/-4.5 kHz, for B-17 in a Mg single crystal stopper the Q moment was deduced as \\Q(B-17)\\ = 38.6+/-1.5 mb. As was the case in the previous B-15 result, the obtained Q moment is very close to that for the N = 8 isotope B-13, in sharp contrast to the results of conventional shell-model calculations using constant effective charges. Comparison of the shell-model calculations indicates substantial reduction of the E2 effective charges for isotopes with large (N - Z)/A ratios. We have performed measurements of stopping and drifting an incoming RI ion beam in a gas chamber, extraction of the ions into a vacuum region, and neutralization of the extracted low-energy ion beam. The drift efficiency of RI ions in a gas and the extraction efficiency at a Laval-type glass nozzle were found to be 0.72 +/- 0.04 and 0.033, respectively. The result of the experiment for the neutralization is also discussed. (c) 2005 Elsevier B.V. The reaction products were released from a thermal ion source and subsequently mass selected using the GSI on-line mass separator. The unexpectedly high yield of gamma rays associated with the decay of the well established K-pi=37/2(-),t(1/2)=51.4 min isomer in Hf-177(72) and anomalous half-life characteristics associated with this decay lead to these data being interpreted as the beta(-) decay of a high-K isomer in the mother nucleus, Lu-177. By comparing the experimental findings with the predictions obtained from multi-quasiparticle blocked-BCS-Nilsson calculations, the proposed decay is suggested to be from a K-pi=39/2(-) five-quasiparticle state in Lu-177(71). Caen, France. The measured value of \\g\\ = 1.517(20) is compared with sd-shell model calculations. which allows the assignment of spin and parity I-pi = 5/2(+) to this state. The spectroscopy of neutron-rich Al isotopes on the border of the \"island of inversion\" is discussed in terms of the persistence of the N=20 shell closure for Z=13 nuclei. Neutrons are searched for in close temporal proximity to cavitation luminescence flashes with an estimated detection efficiency of 4%. No neutrons in coincidence with cavitation luminescence have been detected. The effects of the neutron excess on the structure are discussed through the systemic measurements of the mu-moments of nitrogen isotopes and the Q-moments of boron isotopes. The beta-decay half-lives of C-22 and N-23 have been determined for the first time to be 6.1(-1.2)(+1.4) and 14.1(-1.5)(+1.2) ms, respectively. The half-life of B-19 was reinvestigated, resulting in a new value of 2.92+/-0.13 ms. The beta-delayed neutron multiplicities have also been determined to be P-1n=71.8(-9.1)(+8.3)%, P-2n=16.0(-4.8)(+5.6)% for B-19, P-1n=61(-13)(+14)% for C-22, and P-1n=42.2(-6.5)(+6.3)%, P-2n=8.0(-3.4)(+3.8)% for N-23. The experimental quadrupole moment of B-17 is found strikingly close to that of the neutron closed-shell isotope B-13, indicating a strong quenching of the neutron E2 core-polarization charge. The primary beam was deflected at an angle of -2(1)degrees with respect to the entrance of the LISE3 spectrometer, where the target was placed. For linear momenta higher than that of the S-36 projectiles, a deduced spin polarization P=-6.2(9)% and P=-1.5(4)% was obtained for Na-27 and Al-31 projectile fragments.
